Thermal or quantum mechanical phase fluctuations suppress the supercurrent across a Josephson junction at zero voltage. Instead one finds a peak in the Cooper pair current at small but finite voltages. We analyze this peak and show how parts of the current-voltage characteristics relate to known phenomena such as classical phase diffusion, Coulomb blockade, and macroscopic quantum tunneling.
